NATIONAL HIGHER EDUCATION LEADERSHIP ENGAGEMENT SERIES ON PSG-2023

The PSG-2023 National Leadership Engagement Series – The Quality Compact is a flagship national initiative of the Quality Assurance Agency (QAA), Higher Education Commission (HEC), Pakistan, hosted by The University of Faisalabad in collaboration with the Centre of Executive Learning (CEL).Designed exclusively for senior leadership from Higher Education Institutions (HEIs), this initiative provides a strategic platform for institutional dialogue, policy engagement, and collaborative learning. It seeks to strengthen institutional effectiveness, cultivate a sustainable quality culture, and promote leadership-driven transformation across Pakistan's higher education sector. Under the theme "From Conformity to Ownership: Empowering Institutions, Building a Resilient Quality Ecosystem," the program encourages institutions to transition from compliance-oriented practices to a culture of ownership, continuous improvement, and organizational excellence.

Higher education institutions are expected not only to meet quality standards but also to demonstrate institutional effectiveness, resilience, and long-term sustainability. Achieving
these goals requires visionary leadership, evidence-based decision-making, and an institutional commitment to continuous quality enhancement.
The National Leadership Engagement Series serves as a national forum where senior university leaders engage with the evolving quality assurance landscape, exchange strategic perspectives, and explore innovative approaches to governance and institutional development. Through meaningful dialogue and collaborative engagement, the initiative supports the development of a stronger and more resilient higher education ecosystem in Pakistan.

The Pakistan Standards and Guidelines (PSG-2023) is the revised national quality assurance framework developed by the Quality Assurance Agency (QAA), Higher Education Commission
(HEC), Pakistan. It establishes a comprehensive foundation for strengthening institutional effectiveness through improved governance, strategic planning, quality enhancement, and
organizational maturity.
PSG-2023 shifts the focus from procedural compliance to institutional ownership, encouraging universities to embed quality into every aspect of academic and administrative practice. The
framework supports higher education institutions in building robust internal quality systems that are responsive, accountable, and sustainable.

The program is organized around three interconnected themes that collectively guide institutional leaders through the journey of quality transformation.

Following the leadership engagement, participants will be able to:

  •  Understand the strategic vision and implementation framework of PSG-2023.
  • Strengthen institutional governance through quality-focused leadership.
  •  Promote a culture of ownership and accountability across academic and administrative functions.
  • Apply the PERLI Framework to institutional planning and decision-making.
  • Leverage the Q-CIRCLE digital platform to support continuous quality enhancement.
  •  Develop sustainable strategies that strengthen institutional effectiveness and resilience.
  •  Champion continuous improvement within their respective institutions.

The National Leadership Engagement Series convenes nominated senior representatives from public and private Higher Education Institutions across Pakistan, reflecting a shared national commitment to advancing institutional quality and excellence.
Participants include Vice Chancellors, Rectors, Registrars, Deans, Directors of Quality Enhancement Cells (QECs), Institutional Quality Circle (IQC) members, and other senior academic and administrative leaders. Together, these institutional representatives contribute to a national dialogue focused on strengthening governance, institutional effectiveness, and fostering a sustainable quality culture throughout Pakistan's higher education sector.

The programme features a carefully designed agenda that combines keynote addresses,
leadership dialogues, interactive discussions, networking opportunities, and strategic sessions
focused on institutional effectiveness and quality assurance.
